NSW Department of Planning, Industry and Environment Water Group – Engagement Policy and Framework Review

Our challenge

Articulous was commissioned by the NSW DPIE Water Group to assist with a review of the implementation and effectiveness of the water stakeholder and community engagement policy, tools and processes. 

Our action

Articulous undertook 23 interviews, including both individual and small group conversations, with 28 staff members online via Microsoft Teams. A broad cross section of staff members were consulted, including managers and technical experts, from a range of teams within the Water Group to account for different engagement experiences between projects and staff. 

How it happened

These conversations comprised of 15 structured open-ended questions, and additional impromptu questions to take a deeper dive into what participants shared, and test ideas and theories expressed by the interviewees during the conversations. 

The outcome

Articulous provided the Water Group with a comprehensive report. The report included a range of recommendations for consideration to improve the communications and engagement approach at a day-to-day operational level. The report also included a series of strategy level recommendations for inclusion in an overall engagement framework and strategy for the department, including a new model of engagement. 

As part of the project, Articulous also developed a comprehensive learning needs assessment and developed a staff capability and competency framework. The framework was designed support staff across all levels of the organisation by identifying relevant learning needs and dedicated training programs for communications and engagement.
